The prerequisite for contracting Operator's services is the submission of the request for the reservation of capacities which the energy operator submits to the Operator on published forms in accordance with the legal right to access the Gas Storage System, and in accordance with the deadlines prescribed by the New Storage Code (12/2016), the Amendment to the Storage Codethe Amendment to the Storage Code - UPR-017/2017 and the Amendment to the Storage Code - UPR-049/2017.
  1. Request for the reservation of SBU     
  2. Request for the reservation of an individual firm 
  3. Request for the reservation of interruptible not-nominated injection or withdrawal capacities

*Notice regarding deadlines for SBU's capacity reservations: Exceptionally, deadlines for capacity reservation in 2017 are defined in the Amendment to the Storage Code - UPR-049/2017.


1. Request for the reservation of SBU

is submitted no later than the January 31 of the current storage year for the following storage year or the following storage years, and the following attachments have to be delivered with it: 

  • excerpt from the Court Register or appropriate evidence which shows that the person is authorised to act on behalf of the applicant;
  • copy of the licence for carrying out energy activities with which the right of access to the Gas Storage System is achieved;
  • BON 1 and BON 2 creditworthiness forms not older than 30 days for companies with headquarters in the Republic of Croatia;
  • for companies with headquarters outside of the Republic of Croatia financial reports for the previous three years or other relevant proof of financial capacity pursuant to the regulations of the country where the applicant's headquarters are located;
  • ordinary debenture for the seriousness of the bid in an amount equal to 10% of the value of the storage service from the delivered request, with the condition that the amount cannot be less than 100,000.00 HRK or greater than 1,300,000.00 HRK, and which the Operator will return to the Applicant after the Storage Agreement is mutually signed. 

Allocation of the standard bundled units

After receiving the request for the reservation of SBU, the Storage System Operator conducts a SBU allocation procedure according to previously defined regulations prescribed in the published new Storage Code - Addendum 2, the Amendment to the Storage Code, the Amendment to the Storage Code - UPR-017/2017 and the Amendment to the Storage Code - UPR-049/2017

If the performed allocation results in awarding a number of standard bundled units to an individual applicant for the reservation of standard bundled unit which is less than the minimal binding capacity stated in the request which was submitted by that applicant, it will be considered that the applicant does not wish to conclude the Agreement and a reallocation will be carried out for that number of bundled units to other Users.

If during the allocation procedure an individual User was allocated a number of SBU which is equal to the requested number or is equal or greater than the minimal binding number of SBU from the User's request, the Operator will deliver to the User alongside the notification on the SBU allocation Gas Storage Agreement  and the Storage Code as well as the Contracted SBU Service Confirmation, and the User is obligated to sign and return them to the Operator within 5 (five) business days from the day of receipt.

If there are any unallocated standard bundled units on an annual basis, or if the Operator doesn’t receive within the prescribed deadline (5 days) the offered Agreement for contracting the standard bundled unit service, together with the requested payment security instruments, the Operator will offer the aforementioned capacities on the market as a firm service or as a new product package.

2. Reservation of firm individual services  
 

The Storage System Operator will publish on his website all necessary information on the firm individual services which he intends to offer (description of the offered service; commencement and period during which the individual service is offered; reservation procedure; allocation rules).


Deadlines for the reservation of firm individual services:
 
For the lease period Operator's deadline for publishing required information User's deadline for the submission of the reservation request
Annually  28th February Until the 10th March of the current storage year for the following storage year
Monthly No later than the fifth day of the current month for the following month/s Until the tenth day of the current month for the following month/s (end of the storage year at the longest)
Daily By 9:00 pm the current day for the next day By 9:30 pm the current day for the next gas day

exception, reservation for the holidays and the first following business day after the holidays is submitted during the business day which immediately precedes the holiday
  • Request for the reservation of firm individual service is a binding offer by the Storage System User for the contracting of individual firm service.
  • Storage System Users who are not in a contractual relationship with the Storage System Operator are obliged to enclose with the request: 
    • an  excerpt from the Court Register or appropriate evidence which shows that the person is authorised to act on behalf of the applicant;
    • a copy of the licence for carrying out energy activities with which the right of access to the Gas Storage System is achieved;
    • BON 1 and BON 2 creditworthiness forms not older than 30 days for companies with headquarters in the Republic of Croatia;
    • for companies with headquarters outside of the Republic of Croatia financial reports for the previous three years or other relevant proof of financial capacity pursuant to the regulations of the country where the applicant's headquarters are located;
    • ordinary debenture for the seriousness of the bid in an amount equal to 10% of the value of the storage service from the delivered request, with the condition that the amount cannot be less than 100,000.00 HRK or greater than 1,300,000.00 HRK, and which the Operator will return to the Applicant after the Storage Agreement is mutually signed.
Otherwise the Operator will dismiss such request as well as those which arrive after the prescribed deadline.                              3. Reservation of interruptible not-nominated capacities

The request for the reservation of interruptible not-nominated injection capacity and the request for the reservation of interruptible not-nominated withdrawal capacity on a daily basis is submitted on published forms at least 5 (five) business days before using the service.
  • Interruptible not-nominated injection capacities and interruptible not-nominated withdrawal capacities on a daily basis will be allocated upon request to each User who has contracted SBU.
  • The delivery of the Request for the reservation of interruptible not-nominated injection capacity and/or interruptible not-nominated withdrawal capacity on a daily basis is a binding offer by the Storage System User for contracting the interruptible not-nominated capacity service.
  • The Storage System Operator is obliged to notify the Storage System User on the allocation of interruptible not-nominated injection capacity and/or not-nominated withdrawal capacity on a daily basis 2 (two) days before the service is used and deliver to him Contracted Service Confirmation - Injection and/or Contracted Service Confirmation - Withdrawal on the basis of which he achieves the right to nominate interruptible not-nominated capacities.
